Makes it a misdemeanor to knowingly, intentionally or recklessly abandon an animal, fail to provide adequate care, or cause unreasonable, unnecessary or unjustifiable physical pain, stress or injury to an animal; makes it a felony to knowingly, intentionally or maliciously starves, dehydrates, tortures, poisons, beats, burns, shoots or otherwise mutilates an animal resulting in serious bodily injury or death to the animal; allows the court to order restitution for the costs of investigation and care of the animal; allows court to prohibit future possession of animals for someone convicted of cruelty; allows court to order psychiatric evaluation and treatment.
