Requires that all dogs and cats being adopted from a shelter, animal rescue organization, or pet shop be sterilized; allows releasing agencies to enter into an agreement with the adopting party requiring that the animal will be sterilized within 30 days; allows the releasing agency to retain a deposit until the adopting party provides proof that the animal has been sterilized; imposes a $500 civil penalty on adopting parties who fail to have the animal sterilized within 30 days.
