Allows the State Board of Veterinary Medical Examiners to issue licenses to allow humane societies and county animal shelters to administer the drugs needed to sedate and euthanize animals; sets an annual license fee of $100; requires the Board to adopt regulations in consultation with the Department of Health and Mental Hygiene; imposes criminal liability on shelters or humane societies that distribute or administer these drugs for uses other than sedation or euthanasia of animals.
