Provides for a temporary animal shelter, imposes a requirement that breeding kennels display kennel license numbers when advertising, adds neglect to the crime of cruelty to animals and strengthens the requirement for proper shelter. The bill also establishes new crimes related to unattended animals in motor vehicles and domestic violence against animals.  

UPDATE: This bill was amended in a House committee to exempt farm animals from the cruelty code, enabling the legal torture of farm animals as an unintended consequence. The HSUS urged removal of this exemption.
