Provides that an animal must be examined by a vet before being placed with other animals by a pet dealer, requires a pet dealer to give the purchaser a written statement containing certain information about the animal, sets standards of care for animals, provides remedies for a purchaser if an animal becomes ill or dies as a result of an illness that existed in the animal at the time of purchase, provides penalties for pet dealers who sell diseased or ill animals. The HSUS recommends that non-profit rescue groups be included along with animal shelters as being exempt from coverage under this act.
