Provides that an animal must be examined by a vet before being placed with other animals by a pet dealer, requires a pet dealer to give the purchaser a written statement containing certain information about the animal, sets standards of care for animals, provides remedies for a purchaser if an animal becomes ill or dies as a result of an illness that existed in the animal at the time of purchase, provides penalties for pet dealers who sell diseased or ill animals. The HSUS recommends that non-profit rescue groups be included along with animal shelters as being exempt from coverage under this act.

Requires potentially dangerous dogs to be spayed or neutered and microchipped within 14 days of reclaim.

Creates the Wild About Animals scratch-off game, for the benefit of endangered species, humane education programs, dogs, and cats, to commence on January 1, 2008. Provides that the net revenue from the game shall be deposited into the Endangered Species Rehabilitation Fund for appropriation by the General Assembly as follows: (i) one-third of net revenue to the Department of Natural Resources for making grants for the maintenance of wildlife rehabilitation facilities that take care of threatened or endangered species; (ii) one-third of net revenue to the State Board of Education for character and humane education programs; and (iii) one-third of net revenue to the Pet Population Control Fund.

Provides that it is unlawful for any person to slaughter a horse if that person knows or should know that any of the horse meat will be used for human consumption. Also makes it illegal to import, export, sell, buy, give away, possess, hold or accept any horse meat for human consumption. Any person who knowingly does so shall be guilty of a Class C misdemeanor.

Limits hound running areas to fenced areas that have at least 40 acres, are used by dogs and people to chase foxes or coyotes without the intent to kill or capture the foxes or coyotes, and that have a dog-proof escape area for the chased animals. Requires the applicant for a hound running area permit to hold or apply for a fur-bearing mammal breeder permit.

No person may transport a horse in a vehicle or trailer containing 2 or more levels of horses, one on top of the other.

Prohibits the destruction of an animal by decompression chamber and lowering the oxygen pressure or by using nitrous oxide, halothane, carbon monoxide, or carbon dioxide.

Provides that no person shall sell or offer or display for sale a fur product, regardless of the price of the fur product or the amount or value of the animal fur, without having attached and conspicuously displayed a tag or label including the names of the animals that produced the animal fur and the name of the country of origin of any imported animal furs used in the fur product.  

Prohibits an animal shelter or animal control facility from adopting out any dog or cat who has not been sterilized in a manner acceptable to the Department of Agriculture, unless certain conditions have been expressly agreed to by the adopting owner prior to the adoption.
