Bans the use of legholds, conibears and snares in the capture of animals except for use by state, federal, or county officials in protecting public health and safety.

Prohibits wagering at a dogfight; prohibits transporting, breeding, selling, transferring or equipping a dog with the intent to fight the dog; prohibits allowing any dog used for fights to be kept, boarded, housed, trained on, or transported in any property; prohibits advertising a dogfight; prohibits possessing devices intended to enhance a dog’s fighting ability. Makes all of these offenses Class C Felonies. Imposes enhanced penalties for subsequent offenses. 

Makes it a Class C felony to consume a dog or cat. 

Requires pet dealers to provide purchasers of dogs and cats with written statements of the animal's medical history, including information about the breeder; sets housing and exercise requirements for dog and cat dealers; requires dealers to microchip and license dogs and cats prior to sale; establishes remedies for purchasers who purchase dogs with a pre-existing disease or condition; requires pet dealers to provide purchasers with notice of their rights; requires dealers to post on dogs’ cages the state where the dog was bred; establishes similar requirements for breeders who sell 3 or more litters or 20 or more dogs a year. 

Makes it a misdemeanor to hoard 20 or more dogs or cats without providing necessary sustenance for them and with a disregard for the deleterious impact the conditions have on the animals' and the owner’s health and well-being. 

Requesting the General Assembly of the United Nations to commemorate cockfighting as a global sport.
