This bill originally required cats and dogs over the age of six months to be spayed or neutered, unless the person caring for them possesses an intact permit. It was amended on June 18, 2008 and these provisions were removed. Now, the bill requires animals who are repeatedly impounded to be spayed or neutered and increases the fines for impounded intact animals. Although the bill was greatly weakened, it will still help to combat pet overpopulation in California.
