More Trouble at the Coulston Foundation |

December, 2001—The Coulston Foundation, a New Mexico-based
primate research facility, continues to face serious
difficulties as a result of the latest round of violations of
the federal Animal Welfare Act, as well as a second Warning
Letter issued by the Food and Drug Administration (FDA).
Following a routine inspection in November of 2001, the U.S.
Department of Agriculture (USDA) cited multiple violations of
the Animal Welfare Act, specifically relating to research
oversight and veterinary care. The facility currently employs
only two veterinarians who are responsible for the care of
almost 300 chimpanzees as well as 65 macaques.
The FDA issued its second Warning Letter in October of 2001
following a failed inspection in late 2000, which concluded
that several problems cited in FDA's first Warning Letter
(following a problematic inspection in 1999) had not been
corrected. In addition, Coulston continued to initiate studies
after the initial Warning Letter explicitly warned them not to
do so until the various Good Laboratory Practice deficiencies
were rectified.
